Check the hose going to your pcv valve. If it is split or not connected good, this will cause the high rev. Did it on my 1998.

Might be a vacuum leak

could be faulty plugs, wires, coils,clogged fuel filter, vacuum leaks in hoses or intake manifold,fuel injectors clogged, leaky egr vavle.
Possibly the pressure cycling switch.
The vehicle does this on its own with a vacuum operated fuel pressure regulator.
Water pump or leak intake gasket.... also check your T-Stat
Check the lower intake gasket, or the thermostat...

The first thing I would check is the vacuum supply line. The HVAC controls are operated by vacuum supplied from the engine. The line may be disconnected or cracked.
