Here's the verse in context.
"If anyone will not welcome you or listen to your words, shake the dust off your feet when you leave that home or town."
It means if the people reject and even persecute you for telling the truth of the Gospel of Jesus Christ, don't beat you head against a wall trying to convince them, they never will be convinced. Move on, and shake the dust of that town off your feet as a warning to them.
