The iMac G4 is able to run any version of Mac OS X up to and including, version 10.5 (Leopard).
Mac OS X 10.4 "Tiger" will run on a PowerPC G4/800MHz machine. It is the latest OS that Apple will support on that processor, however. At this writing (January 2010), Mac OS X 10.4.11 is the latest version of Tiger.
Mac OS X 10.6 (Snow Leopard) will not work on a Mac with a G4 processor as it requires an Intel processor based Mac. A G4 (867 MHz and faster) can run Mac OS X 10.5 (Leopard).
Mac OS X 10.3.9 is nearly five years old (which is a long time in computer operating system years) the current version of Mac OS X is 10.5.7. The minimum requirement for the latest version of the Safari browser is 10.4.11. To update your browser you will need to update your version of Mac OS X. Mac OS X 10.5 (Leopard) will work on an iBook G4.
iTunes 9.2 will work with a G4 processor but it does require Mac OS X version 10.4.11 or later.
The PowerBook G4 was introduced in January 2001 and would have originally had Mac OS 9 installed. The first version (10.0) of Mac OS X, known as Cheetah, was introduced in March 2001.
As Mac OS X advances it no longer supports older Macintosh computers. The first release of Mac OS X would run on G3, G4 and G5 Macs. Support for G3 Macs was dropped with version 3 (Panther), The current version 5 (Leopard) will work with G4 Macs providing the processor has a speed greater than 867 MHz. If your old Mac is supported by Mac OS X then you need to purchase a copy and install it onto your computer to benefit from the delights of Mac OS X.
If you want to upgrade the OS the G4 can run Mac OS X up to version 10.5 (Leopard) which can be purchased from any Mac software supplier. To use 10.6 (Snow Leopard) will require a new Mac with an Intel processor.

mac OS 9 is the previous Apple Macintosh Operating System version, before Mac OS 10, or X as it has been advertised as. It's unclear which version of OS X you are referring to. The 'X' in 'OS X' is the roman numeral for 10, since the current version of Mac OS is OS 10. Currently there have been eight major releases of OS X, all of which include a '10' and a decimal representing the OS version (e.g. OS 10.8). Depending on your iBook G4's specifications, it can run OS 10.5. Newer versions of OS X require Intel Processors, rather than the outdated Power PC processors (such as the ones used in all iBook models). Though your iBook can most likely run OS 10.5, Mac technicians would encourage you to run OS 10.4 instead. This is because OS 10.5 requires more memory and processor power than iBook G4 can comfortably put out. This may cause your computer to crash on occasion, which could lose any unsaved work. Cheers!
