Despite West Berlin being poorer, it wasn't really in the war. It was with the Allies in the war, and other foreign armies simply went without objection whereas the East Berlin was against the Allies and was constantly being bombed. Life was also much harsher there. Many people wanted to escape. So, the Germans put up the wall, and the West continued while the East was bombed.
The soviets were noticed when they put up the wall. The reason they put up the wall in the first place, was to stop people from escaping from west Germany, to east Germany. The reason they were not stopped when they built the wall was that the east German coalition of France, Britain, and the US, wanted to halt the mass movement of people from west to east. As such, they allowed the building of the wall.
