No, it is not. The California state flag depicts a bear (a California Grizzly) and a five-pointed star on a white field (there's also a red stripe at the bottom of the flag). The only text on the flag reads "California Republic". There's no mention of 1924 at all on the flag. In fact, there's no possible way the extinction of the California Grizzly in 1924 could be "featured" on the flag, since the flag in its present form was adopted in 1911 and the grizzly bear was featured on its 1846 precursor.
