President Franklin D. Roosevelt had been keeping an eye on the ever increasing militancy of the Axis powers. However, Americans wanted no part of the war and Congress had enacted several neutrality and isolationist acts. With sympathies lying with Britain and France, FDR managed to soften the neutrality laws that allowed the US to supply weapons to the Allies. All neutrality ended, however, with the Japanese attack on Pearl Harbor.
He felt adamant about helping Europe gain their freedom back from the Nazis and to stop the Holocaust (yes he knew about it and so did Winston Churchill). He knew it would be more difficult to stop the Nazis than the Japanese and he dedicated about 2/3 of the budget, men, manpower, and military to defeating the Nazis.
He had risked impeachment trying to aid Europe so you can see how much he cared about Britain and Europe's perilous dilemma.
He had been in touch with Winston Churchill for a long time. He knew of the atrocities the Germans were committing in the European nations and that Britain was as risk. He wanted to help them. He certainly never had any notion to fight Japan but he had no choice in the matter.
Yes and no. He had to try to keep the US appearing neutral while assisting Britain. However he was just waiting for an excuse to declare war that the American people would accept. He expected sooner or later the Axis would give him one and Japan did on December 7, 1941 at Pearl Harbor.
