The theory is actually called the Vine-Matthews-Morley hypothesis, It is also known as the Morley-Vine-Matthews hypothesis.

Independent of each other, geophysicist Frederick John Vine and Canadian geologist Lawrence W. Morley introduced the first scientific test of the seafloor spreading theory of continental drift and plate tectonics. The hypothesis stated that if the seafloor spreading theory was correct, rocks surrounding mid-oceanic ridges would show symmetric patterns of magnetization reversals captured in cooling volcanic rocks.

Morley attempted to get his findings published in February and April of 1963, but was rejected. Vine and his advisor, Drummond Hoyle Matthews, published in 1963. Verification of the theory was found in later geomagnetic surveys.
