because he thought that it was killing people, unethical, etc. which is kind of hypocritical. (did i use that right?) because if he valued human life so much, he would have banned the death penalty

I imagine it has something to do with being seen as unethical by the vast majority of bible toting people. George Bush is one of these people. Also. G.W.B. was kind of a libertairian. That's why he didn't pardon those prisoners on death row. It wasn't any sort of death mongering. So maybe he banned it with the intent that if certain states wanted to start funding it or w/e they could.
