Hananiah (ben Azur) was one of the false prophets. Typically, he "prophesied" that Babylonia would not complete its conquest of the land of Judah. Jeremiah knew that this was untrue, and he stated as much. See Jeremiah ch.28 for fuller detail. Also:

Jeremiah believed that the only hope for Judah was to be subservient to Babylon, using a yoke symbolically placed around his neck to show what the Jews must do. Among those present at the Temple, when Jeremiah spoke in support of Babylon, was Hananiah the prophet, who to the dismay of the crowd and the prophet himself removed the yoke that Jeremiah had placed on his own neck. Breaking the yoke, Hananiah prophesied that God would likewise “break the yoke of King Nebuchadnezzar of Babylon from the neck of all the nations within two years†(Jeremiah 28:11).
On a purely secular basis, the prophet Jeremiah was right, because total subservience might have avoided conquest and exile. History is written by the victors and, for being wrong, Hananiah was been accorded the status of 'false prophet'.
