Kennedy went to Texas to try and gain some support from southern democrats ("Dixiecrats") because a main problem throughout his administration was lack of support for his programs from Dixiecrats in congress. He was looking ahead to the 1964 presidential campaign and he needed to carry Texas. He wanted to try to mend political fences among several leading Texas Democratic Party members who appeared to be fighting politically amongst themselves.
