Montesquieu is most notable known for his book The Spirit of the Laws in which he dissected the forms of government in his time.

He made several observations. One is that an ideal government (republic, democracy, monarchy) cannot be decided upon because the type of ideal governing depends on the circumstances in which it is implemented. It depends on the country, the people, the ruler.

He also emphasized that a government needs separation of powers and checks and balances to be effective. He warned against growing power of an absolute monarch.

The third observation he is known for is for saying that though there is no ideal government, the English, with their Parliament and restricted monarchy, were a very good example.
