Moses' Egyptian name means 'drawn out'. This is a reference to his having been drawn out of the Nile River where he had been placed by his mother. His Hebrew name that Yocheved chose for him was Toviah which means 'Good for God'. The whole account is in:

1And there went a man of the house of Levi, and took to wife a daughter of Levi. 2And the woman conceived, and bare a son: and when she saw him that he was a goodly child, she hid him three months. 3And when she could not longer hide him, she took for him an ark of bulrushes, and daubed it with slime and with pitch, and put the child therein; and she laid it in the flags by the river's brink. 4And his sister stood afar off, to wit what would be done to him. 5And the daughter of Pharaoh came down to wash herself at the river; and her maidens walked along by the river's side; and when she saw the ark among the flags, she sent her maid to fetch it. 6And when she had opened it, she saw the child: and, behold, the babe wept. And she had compassion on him, and said, This is one of the Hebrews' children. 7Then said his sister to Pharaoh's daughter, Shall I go and call to thee a nurse of the Hebrew women, that she may nurse the child for thee? 8And Pharaoh's daughter said to her, Go. And the maid went and called the child's mother. 9And Pharaoh's daughter said unto her, Take this child away, and nurse it for me, and I will give thee thy wages. And the women took the child, and nursed it. 10And the child grew, and she brought him unto Pharaoh's daughter, and he became her son. And she called his name Moses: and she said, Because I drew him out of the water. It is worth noting that his name was given by the daughter of pharaoh specifically in relation to the drawing out from the water, as in v 10 above.

Various etymologies have been proposed for the name Moses. Exodus 2:10 mentions a relationship to water, but that is considered an invented etymology, If the name is from Egyptian it would come from the Egyptian verbal root msy, meaning 'born'. In Egyptian usage this is generally linked with the name of a god. For example:

  • Ramose means 'the god Re is born',
  • Ptahmose means 'the god Ptah is born'

Such compounds were particularly common in the New Kingdom period and later. In the biblical narrative, the divine element is missing, producing the abbreviated name Moses, a shortened form not common in Egyptian. Nevertheless, it is possible for the origin of the name to be from Egyptian, whether or not there was a real person of that name.

Moses is the name given by Pharaoh’s daughter to the infant that she “drew out (Mashah) from the water.”

Did she speak Hebrew? And what name did Moses’ parents give him?

According to Chizkuni commentary, it was Moses’ biological mother, Jochebed, who gave Moses his name. Jochebed later told Pharaoh’s daughter, Bithiah, the infant's Hebrew name, and so Bithiah also called him by this name, stating that his name was fitting, since she had drawn him out of the water.

Ibn Ezra commentary says that Bithiah gave Moses the Egyptian name Munius, which the Torah translates into Hebrew as Moshe (Moses). Alternatively, Ibn Ezra notes the possibility that Bithiah had learned to speak Hebrew, and it was she who gave Moses his Hebrew name. This explanation is also given by other commentators, especially in view of the tradition that Bithiah was favorable toward the Israelites.

Tuviah (Talmud, Sotah 12a). Besides the above, Moses also had a number of nicknames or titles, which accompanied his accomplishments, as was customary in those days (Talmud, Megillah 13a).
