As Undersecretary of the Navy, he mobilized the fleet and prepared Dewey to strike first as soon as war was declared. He resigned his position and raised a regiment of volunteer cavalry which took the nickname the Rough Riders made up of officers from the Long Island polo set and troopers from the ranks of cowboys from the American West. His troops participated in an engagement that became known as the Charge up San Juan Hill, even though it was an attack up a different hill. He was even erroneously credited with leading the charge by the press of the day, which he rode to political victory after the war.
