In the March 31'st, 1900 New York Times - JH McDuffee was ticketed for going more than 8 mph on Broadway - even he had an excuse (like the rest of us!) - just testing for the fire chief... policeman didn't buy it... it was in a steam powered locomobile - and ironically - the policeman who ticketed him was on a bicycle (tough to eat donuts and drink coffee on a bicycle!)
