Lenin promised to end Russia's involvement in World War I; replace the capitalist system with a socialist one; put an end to the private ownership of property; redistribute land to the peasants; end the oppression of the Tsarist regime; and in general give the people a say in how government was run.

Unfortunately, once he was in power he realized that in order to stay in power he could not give the people of Russia a say in how their government was run nor could he allow any opinions even from Bolsheviks themselves that were contrary to his. Thus he became even more oppressive than the Tsars had been.
