I would say Andrew Johnson who was impeached by the House and came within one vote of being convicted by the Senate .

President Lincoln never had the time to put together a plan for reconstruction for the South. His assassination aborted any chance of that however all indications were that he would be lenient in areas that made sense. The newly sworn in President Johnson also for his time had a more liberal approach to the Reconstruction problem than the radical republicans in congress.

Just impeachment is not a problem. If a President were impeached and convicted and lost his office, he might also lose his pension. This has never happened. It would be up to Congress. The Presidential pension is set by Congress. It is not something the President pays into out his salary. Congress can do whatever it wants with it.
During the Lyndon B. Johnson administration, the president began a series of programs aimed at reducing poverty in the US. This "war on poverty" has not been a success. Poverty remains a problem in the US.
The President checks congress when he vetoes a bill. Congress can check him if there's a 2/3 majority vote to override his veto. He can also call for a news conference of go onto television to speak to the people if he is feeling that congress is being too much of a problem at that moment in time.

He wasn't considered the worse. Actually, he was a man who had many connections in Congress,knew where the bodies were buried, and was very powerful in his way. He and Kennedy didn't like each other, but Johnson was very competent for his role. He held the country together in a very bad time and took to steps needed when they were required. He did get mired down in Vietnam, but he was the 3 president to be engaged in the problems there. He had to contend with the problem he inherited.
President Lincoln was not impeached in 1868, President Johnson was impeached. The problem was just like Iraq today. The congress like George Bush wanted nation building. It wanted to create a new society from the ground up. It also wanted to punish the former leadership just like President Bush wanted to prevent the previous government workers from having any jobs in the new government. President Johnson wanted to use the established institutions and the people who knew what they were doing. While he did not want to use confederate solders in government jobs, he did not want to punish them either. He wanted to end all violence. Congress took out its anger at the south on the president. He survived impeachment by one vote.
