Britain received a massive increase in population, in the Victorian era. Vast amounts of people needed employment, sending wages below average for many poor unfortunates. Large houses were split into flats and held up to 30 + people of all ages.

Child labour dramatically increased when families desperately needed extra income.

To be a beggar in Victorian times was a pain in the neck because not many people would give you money. They did that because they may not like especially the rich Victorians.
