If you were born in the 1930's with a mental disability, you were most likely locked up in an institution where you would live a miserable life. Take Lennie Small from Of Mice and Men for example; he was treated terribly by everyone besides his caretaker, George. If George wasn't there to take care of him, he'd be in an institution. So ultimately if you were mentally disabled in the 1930's, you would be treated horribly in an institution for the length of your life.
