He was a very powerful angel. Ezekiel 28:12-19 refers to the "King of Tyre" and is a prophetic dirge that by it's contents, strongly indicates a parallel with the Devil. The dirge identifies the devil as once being a beautiful Cherub (an especially powerful angel) but that haughtiness and unrighteousness developed in him.
Note: The name Lucifer at Isaiah 14:12, in some Bible translations, is not universally accepted as a name for the devil. Even the translation of the Hebrew term here simply means "shining one", and many translations have removed the rendition "Lucifer" and rendered it "morning star" or "shining one". According to many Biblical scholars, the context of the scripture points to a description of the King of Babylon or the Babylonian Dynasty as a whole, and not a name of the angel that turned into the devil.
