Funds allocated to a nation's military is sometimes an indicator of how the course of a given war might run. In the case between the Allied forces and Russia, the two main allies of France and Britain, spent double the amount that Russia did. If Russia entered the war in top military shape, it may not have needed to invest heavily in the war. But as was pointed out, one of Russia's delinquencies was in the firearms of its infantry. With that said, in the case of this war, money spent on the military was vital to winning.
