The primary cause of the Cold War between the U.S. and the U.S.S.R. was the U.S. trying to make enemies. The U.S. government made many people believe that the U.S.S.R. was going to attack. The U.S. government does this all the time beginning with the Cold War. They do this because the high people in the U.S. government know the people who make the weapons and the U.S. purchases the weapons from the weapon makers. The U.S. has to do something with all these weapons, so they find enemies to fight. The U.S. gets into other country's business.
