Interdict - forbidding priests from performing sacraments in the country ruled by the leader. Faithful Catholics would become quite upset if they could not attend Mass or baptized their babies and could cause problems for the government.
Excommunication - If a ruler is excommunicated, all oaths and debts owed the ruler become null and void.
The Popes are the Vicars of Christ on earth, their only "weapons" are spiritual. The two that they could effectively use against rulers were interdict and excommunication.
