You could take it off and clean it with carburetor cleaner, but it probably will not help. It will need replaced.
The car is probably flooding out (Too much gas to the carburetor) . If it has a carburetor on it then it probably needs to be worked on. Also If it has an automatic choke on it then the choke could be sticking (not enough fuel to the carburetor) . If it has fuel injection then possibly a fuel line could be plugged or bad injectors. I am not too familiar with fuel injection systems. You could also try changing the fuel filter. Hope this helps a bit.

Not sure what engine you have but it probably has TBI (throttle body injection) not a carburetor. I think the last year for the carburetor was 1985. Give us more info on the engine.
Probably the carburetor idle jet is fouled.
Its probably the accelerator pump in your carburetor.
If it's a carburetor version, there probably isn't a regulator.
The float is probably stuck open.
The fuel filter is probably clogged and not providing sufficient fuel to the carburetor under normal operation, which is probably why you have to "go the throttle". If the fuel filter is not at fault, you probably have to do some adjustments to the carburetor. While you're at it, check the air filter, too.
Probably your float valve is stuck.
