President Wilson decided to go to war for two main reasons:

  • Germany resumed unlimited submarine warfare, the sinking of all ships carrying munitions to Britain (including passenger ships), in 1917
  • The Zimmerman telegram, an intercepted message from Germany to Mexico promising German support of a Mexican attack on the southern United States, was published.

Combined, these two German actions pushed public opinion in favor of war, and Wilson asked Congress for a declaration of war on April 4th, 1917. In his speech, he called the war necessary to "make the world safe for democracy."
