Well in the books it says that they thought it was friendly air force training.
Also It was Sunday mourning and nobody was expecting an attack.
In addition Japanese's attack code (Locked codes a country send to the victim country to alert them before getting attacked) was too complicated so Americans
didn't have time to get ready...

No, the US received a peace medal from Japan before the attack so they thought that they wouldn't get into a war with Japan. They were developed in the early 1940's. One of the first working radar was at Pearl Harbor, but the day of the attack it was turned off.
Pearl Harbor was visited by mini 2 man subs a few hours before the attack of Pearl Harbor. They even found and destroied the enamy submerine. But they paied no atention to it. Pearl Harbor was also suppost to get some plains in that morning. On there radar they saw plains but even though they were early and there were more than they knew were comming they decited to let it go. Peace with Japan was stopping they even sent a letter to the president that they will be bombing Pearl Harbor. But the message din't get to him until after the atack. So the Japanese did bomb Pearl Harbor befor he got the letter. Meanning they did the worst thing you could do bombing your country without you knowing.
Both the Air and undersea attack were secretive. Both of the attacks were discovered before the attack began , but only the undersea attack was foiled. The air attack was blown off as a group of B-17s due in from the United States mainland when the air attack formation was picked up on radar.
