In 1991 the Republic of Korea and the Democratic People's Republic of Korea signed the Agreement on Reconciliation, Non-aggression, Exchanges and Cooperation and the Joint Declaration on the Denuclearization of the Korean Peninsula.
This agreement began the denuclearization process and states that both nations "shall not test, manufacture, produce, receive, possess, store, deployor use nuclear weapons," and that they "shall not possess nuclear reprocessing and uranium enrichment facilities."
On 17th September 1991 United Nations admitted both North and South Korea into its fold. Their applications were recommended to General Assembly by the United Nations Security Council.
