the us said it wanted to be neutral in the war but the lend-lease act that the usa made with britain let the british take old 'destroyers' (military ships) from the usa and the british let the usa use some of their naval bases in return. The controversial part was that the usa was subtly helping the british in the war despite declaring that it was neutral. (and they also did a whole bunch of other stuff that made them not-so-neutral like the 4 neutrality acts n embargos and what-not)
