Chrysler was losing money because of the OPEC (rise in oil prices) and the fact that they made big cars when there was a shift and everyone wanted smaller more efficient cars. Chrysler as a huge multinational company was important to the economy so rather then see it go out of business the American and Canadain government provided a series of loans and grants to the company. In Canada's case this was in return for a promise of investments and capital gain.
