As long as the same tenant is on the lease, the rent can't go up. But the tenant on the lease has a loophole and can sublet the place for a lot more and the landlord loses out. People basically have to die for the rent to change in certain situations.

In the State of Maryland, a landlord has 45 days from the date a residential tenant vacates the premises to return any security deposit, minus any deductions for damage.
