Stalin strategy was to start war with Germany approximately in July 1941. There are official Soviet Army orders and maps of this campaign published. Hitler has started war one month before Stalin - in June 1941. And Hitler campaign was much more successful then Stalin's one in 1941. But USSR was a few times bigger then Germany. Germany has no chance to have long war with USSR. USSR spends 2-3 times more tanks, airplanes and soldiers and finally wins. Its all the 'soviet strategy' :).
