Quite a few things! It was used as a badge on servant's liveries (uniform), to show that they worked for the Tudors. It was also used for decoration, to rub in the fact the the Tudors were Kings. Most importantly it was used for Propaganda. The rose symbolised the end of the wars of the roses, and the peace that ensued with the union of the warring roses, when Henry VII (Lancaster & red rose) married Elizabeth of York (white rose).
