During World War One, the US was neutral concerning the great war that was being conducted in Europe. With that said, however, Germany believed that US policy makers were on the side of the French and the English. Contrary to being neutral, Germany believed that war supplies were being shipped from the US to the western allies. This became a huge issue and eventually caused problems when German submarines began sinking ships they believed contained war supplies.
