The criminal act (actus reus) was the fact that he had sex with a 15 1/2 year old girl.

It can be assumed that his THOUGHT and INTENTION was to gratify himself by having sex with a very young woman however, he failed to take into account the young woman's age, and because of the fact that she was a minor, he didn't have to have a criminal intent (mens reus) in order to be convicted, because the act itself, sex with an under-age minor, is, per se, illegal and unlawful.
