All citizens were required to turn out to serve in the army as either armoured infantry or a light infantry, according to their means. Slaved also accompanied the armoured infantry and were used a missile firers.

The navy was manned by rowers who were citizens and others hired from other cities. The marines were citizens.

At its peak, the army could field about 35,000, and the navy 200 ships each with 200 aboard, but not both at the same time. The walls of Athens could be defended with several hundred men while the fleet was away harassing adversary cities or fighting foreign foes.
