"Best" is a very vague term. However- the German P08 Luger was not well regarded as a combat weapon, and was replaced by Germany in 1938 with the P38. Britain used a rather low powered revolver that was sort of OK. The Russians used the Nagant revolver which no one liked, but rarely as a combat weapon. The Japanese handguns (Nambu) were more of a curiosity- and the type 94 pistol could shoot you if pressed on the wrong spot on the frame. The Italians used a decent design, but in a very weak cartridge. The best of the lot were the Canadians that used the Browning Hi-Power 9mm pistol, and the American 1911A1 .45 caliber pistol. Those are the only two still being made today.

Frankly, there is no "best" war. War is evil, nasty, destructive, and horrible. There is no "best" about anything to do with war. Unfortunately, that is not to say that war is the worst thing possible. Sometimes, war is preferable to the alternative. But, no matter what people tell you, World War 2 is not somehow a "better" or "best" war.
The Luger was a standard issue sidearm in WW1. The P-38 pistol replaced it in WW2.
