The Poor Law Act was established in 1601. There was an amendment to that act in 1834. The Amendment established a Poor Law Commission to oversee the national operation of the system. This included the forming together of small parishes into Poor Law Unions and the building of workhouses in each union for the giving of poor relief. The Amendment stated that
(a) no able-bodied person was to receive money or other help from the Poor Law authorities except in a workhouse;
(b) conditions in workhouses were to be made very harsh to discourage people from wanting to receive help;
(c) workhouses were to be built in every parish or, if parishes were too small, in unions of parishes;
(d) ratepayers in each parish or union had to elect a Board of Guardians to supervise the workhouse, to collect the Poor Rate and to send reports to the Central Poor Law Commission;
(e) the three man Central Poor Law Commission would be appointed by the government and would be responsible for supervising the Amendment Act throughout the country.
when the poor had no life, no money, no job, no nothing, they were forced to be sent to the workhouses.

The great depression had an interesting effect on "poor people." As the stock market crashed, those who bought on margin and could not pay debts had to sell assets like a home or car. Just like in all depressions and recession, inflation goes down. This means that the value of a dollar goes up. Many people lost homes and jobs because of lowered production. This cause more people to become "poor" and widened the gap between the rich and poor. In short, it did not affect poor people as much as rich people because poor people did not get hit by the stock market crash.
In general, it is more difficult to be a poor person in a poor society, than it is to be a poor person in a prosperous society, because poor societies do not have the resources to offer very much help to their poor members, and prosperous societies do. Hence, the Great Depression had a bad effect on poor people, even aside from the fact that it caused many previously prosperous people to become poor. If this is not sufficiently informative, there is a wealth of literature dealing with this subject. Try reading "The Grapes Of Wrath" by John Steinbeck.
because they wanted to free the pooor people
Many people were poor in England, 1558 because the Catholic Church kept all of the money, so that had an effect on England being poor. People were poor because there weren't many jobs that needed doing, and if there weren't any jobs, then they weren't worth any money or just a shilling.
Allot of poor Irish people were effected.

Income taxes are usually progressive, so would effect the wealthy the most, while sales taxes would have a greater effect on the poor.
The Poor Law Amendment Act of 1834 was a British law that aimed to reform the country's welfare system by implementing stricter measures to provide relief for the impoverished. It established workhouses as a form of assistance for the poor, focusing on discouraging people from seeking aid unless absolutely necessary. The Act centralized relief efforts under the control of the newly created Poor Law Commission.
The story of Oliver Twist takes place at the time of 'New Poor Law' of 1834.
