US states do not issue postage stamps. The US post office issued their first Christmas stamp in 1962. Canada issued the first stamp referred to as a Christmas Stamp. It was the map issue of 1898 and said XMAS 1898 on the stamp.

1962 was the year the US first sold special Christmas stamps.
First class stamps in 1991 went to 29 cents in February so December, first class Christmas stamps should have been worth 29 cents.
A US first class stamp dated 2002 is worth face value only, and it's still valid now.
The first official US Christmas stamp was issued in 1964. It was a definitive (small) sized stamp and pictured a wreath. It had a face value of 4 cents, the normal cost of mailing First Class items.
The US did not have a non-denominated stamp in 1973. The first one was issued in 1975 for Christmas.
