in 1761 by Benjamin Banneker

++ No it was not. Even if we are talking only about mechanical clocks, discounting the Ancient Egyptian's Clespsydra (water-clock, timing by water dripping slowly between two vessels), clocks go back to Mediaeval times:

"

  • Europe's oldest working clock (AD1386), now situated in the north nave aisle, used to be located in the Bell Tower (demolished in 1789). It has "ticked" more than 5 million times since it was first built

"

Source: Salisbury Cathedral web-site. Some sources consider the world's oldest. It is still running. It never had a dial but signalled church services by bell. It is still ticking!

Jost Burgi, a Swiss clockmaker in the late 1500s, may not have made the first mechanical clock, but his improvements made it accurate enough to be used for astronomical calculations.
