All computer chips have been made out of transistors, you cannot make them out of vacuum tubes. The first monolithic IC chip (see image above) was made at Texas Instruments in 1958 on a bar of germanium (not silicon), it was a simple audio amplifier. The first digital logic monolithic IC chips were built around 1961 or 1962.

The Computer Chips first used in cars were in 1981, was in the carburetor. General Motors and Corvettes were the first pioneers in placing computer chips in cars.

Not at all, except for the first few computers I used (which were built with discrete germanium transistors) every machine I used was built using silicon chips. If the first computer you used was in the 1980s or later, you probably never saw a machine that wasn't entirely silicon chips. Even the germanium transistor machines ran about the same as modern computers, except the I/O which was usually very mechanical.
