Although 49 states require motor vehicle occupants to use seat belts, 31 states, including Wisconsin, only allow secondary enforcement of their seat belt laws. Secondary enforcement means that police officers cannot issue a citation for a seat belt violation unless the vehicle has been stopped for another reason.
