To allow the Indians with a means to support a police department, fire department, health care, housing care and elder care. America has a means to do these things through taxes. The Indians do it through gaming, only 39.3% of tribes operate a casino so it is not the norm. The government did not want to take away the identity of the Indian so it has worked very hard to help restore its culture.
