The fact that he did not 'rule'. He promoted democracy, and his ascendance as First Citizen occurred by his ability to give a lead, select beneficial courses of action for Athens and its people, and his persuasive ability.

Pericles did not rule. The system he established was that the people ruled through an assembly which met fortnightly and the council implemented their decisions. Thst was his highlight achievement. He had to persuade the assembly to get any policies he favoured - he did not rule.
