Answer 1They could bang anyone they wanted at any time.Answer 2The Kings and Queens of Egypt were the "purveyors of permissions" which is to say that they gave everyone else the "permission" to do certain things. The idea of permissions is the exact opposite of the idea of rights. In "Rights" a person can do something by virtue of his humanity. Nobody can confer on him a "right" and nobody can deny him a "right". By contrast a permission only exists if given by sovereign. If the sovereign wishes to discriminate, it is legitimate. If he wishes to forbid movement, he may revoke a permission for people to move locations and so forth. As the Kings and Queens of Egypt were the "purveyors of permissions" they, by default, had permission to do anything they desired since nobody could set limits for them and they could set limits for anyone else. Answer 1 refers to one prerogative that the Kings and Queens of Egypt took from time to time in their role of being the "purveyors of permissions".
John Locke's theories were so revolutionary because at his time he was one of the first to portray the idea that the British taxation against the colonists was wrong. he was also one of the first people to state that the idea of kings and queens, or monarchism in general, was wrong.
That idea is called divine right, or the Divine Right of Kings. You may see related link for more information.
Jefferson used the philosophy of John Locke for the Declaration. The idea that man had rights was revolutionary thinking in a time where kings ruled and everyone else was considered below them.

It is called the Divine Right of Kings. With the decline of the secular authority of the Roman Catholic Church, and the move away from authoritarian rule, monarchs were no longer considered divinely ordained.
You are thinking of a portable throne or "palanquin", called qniw in hieroglyphs - not "powered" by servants but carried by them. The same idea (and exactly the same ancient Egyptian word) was also used for portable shrines and images of the gods, which were also carried in processions on festival days. The links below take you to images of these qniw:
