The first thing that the Roman army did once they had conquered an area, was to loot it (at certain times and with the permission of their commander). They closely watched those that seemed to be ring leaders of revolt. It was the job of the military to dispense justice and in some cases low ranking centurions had the responsibility of deciding legal cases. They also acted similiar to our present day police, patrolling streets, breaking up any mobs and any disturbances and rounding up any criminals. If there was any construction to be done, it was the army who did it. The aqueducts, roads and sewers were all constructed by the army.
