If an active Mormon drinks to access then it is up to their Bishop to assess if the person is disfellowshipped. (They cannot partake of the Sacrament but can still attend church). Their problem may warrant them being sent to their Stake President who will probably decide to hold a High Council Court if the drinking problem has affected the members family or they have been in trouble with the courts. The High Council court consists of twelve High Council men and the Stake Presidency (Three men). Six of the High Council will defend the reputation of the church while the other six see that the one facing charges is given a fair trial. In most cases it does not reach the High Council as the Bishop has the wisdom to council if the offender just has a drinking problem. They are counselled regarding their standing in the church. In the mean time they receive all the help that a Church Councillor assigned to help them overcome their problem. As an end note, if the offender has been up before the civil courts and received some for of punishment or even a warning, they still have to go before their Bishop or sit before the High Council Court. Both civil and church courts have their own authority independent of one another.
