It was the Cloaca Maxima. Originally it was not built as a sewer. It was part of a large scale landfill in the valley of the forum which raised its floor by about two metres. This area often got flooded either because of the floods of the River Tiber of because of rain run off from the surrounding hills. The raised floor protected the valley form the floods of the river. The Cloaca Maxima served as a drainage canal to take the run off water to the river. Originally it was an open air canal. Later it was brought underground and covered and it became a sewer.
