During the Roman Republic the most powerful political body was the senate. It was not actually a governing body. It was an advisory council for the consuls, the two annually elected heads of the city and the army. However, the power of the senate was enormous. The senate could not propose bills or vote on them. However, it could issue decrees. The senate was not an elected body either.

During the republic it became the most powerful political body, but it was not a ruling council. During the period of rule by emperors (27 BC-476 BC) the emperors were absolute rulers and the senate was emasculated.

During the 482 years of the Roman Republic (509-27 BC) Rome was headed by two annually elected consuls.
