For four years, yes. Read the history. Yeah, they surrendered very quickly and easily to the Germans. This meant that they gave up contol of their government and Germans picked pro-NAZI French (who were allies of the NAZIs) or French-speaking Germans to fill all the positions in the French government. The French people were told to obey this new Vichy government, and most of them did (but not all). The advantage to the French is that their cities were not all blown to bits, which would have happened if they put up a strong fight against the Germans.
