"There" in this verse is Nazareth, Jesus' childhood "home town."
"Could" is misleading. It doesn't mean that Jesus was unable, or lacked the power to do miracles; but that He was unwilling, because of the people's unbelief (Mark 6:6). Jesus' miracles were predicated on the faith of the supplicants or those closest to them.
Luke's account of this visit to Nazareth includes the fact that the Nazarenes were so adverse to Jesus' teachings, they tried to kill Him (Luke 4:28, 29).
Jesus did many miracles in his time on earth.
Jesus was not passive when He performed his first miracle. Everything was at the right time.
