Turkey was a player in the affairs of Europe for many years. In the 17th Century, the Turks were the only power related to Europe that had a standing army. The European nations raised armies when needed. They did not have a "regular" armed force for the most part.
It gets tricky, but the majority of Europe is in the Eastern hemisphere, but most of Europe is considered to be western culture.

Russia is more associated with Eastern Europe than it is with Northern Europe, but this is simply because Europe is more commonly split into just west and east. If you were to split Europe into just north and south, Russia would be considered Northern Europe.

The key area of instability in Eastern Europe is the Ukraine. The Russian Federation seized the Crimea from Ukraine and still supports Pro-Russian forces in eastern Ukraine.
